POSITION:   Community Based Services Program Director

JOB DESCRIPTION:  The Community Based Services Program Director reports directly to the Director of Behavioral Healthcare. S/he is responsible for the day-to-day operations of the Children and Family Treatment and Support Services (CFTSS), Adult Home and Community-Based Services (HCBS), and Community Oriented Recovery and Empowerment services (CORE) programs, demonstrating the ability to plan and organize his/her work site in a seamless, efficient and productive system.  This position is responsible for providing the essential guidance and leadership necessary in assisting staff in meeting the needs of the clients served. S/he is responsible for coordinating and monitoring the work functions of staff and for the planning and review of service goals in order to meet desired outcomes of the CFTSS, Adult HCBS, and CORE Programs.

SPECIFIC RESPONSIBILITIES INCLUDE:

  • Assigns and monitors staff work/tasks regularly in order to ensure the smooth and continual flow of work.
  • Accepts and assigns client referrals to program service providers.
  • Schedules team meetings to provide opportunities for sharing information, problem solving, and mutual support in order to create a cohesive team leading to increased quality of service.
  • Reviews service provider billable notes, encounters forms to ensure accuracy and quality standards are met
  • Works with the agency billing department to resolve billing corrections
  • Functions as an interagency liaison/coordinator in order to maintain good working relationships with agency programs and community stakeholders.
  • Attends seminars, conferences and/or workshops in order to increase knowledge of supervisory skills, and development and advance the program.
  • Meets with respective service providers regularly regarding progress and other service matters in order to ensure that the service meets identified goals and objectives.
  • Evaluates progress toward the achievement of agency and program goals and objectives in order to determine and develop feedback about program’s effectiveness.
  • Evaluates staff performance in relationship to agency standards and expectations.
  • Ensures that internal/external reports are completed accurately and in a timely manner.
  • Reviews program, client, contract or other required documentation to ensure compliance with standards and all regulatory mandates.
  • Attends meetings as necessary to ensure the smooth operation of the service or as requested by administration.
  • Coordinates all requests for time-off, conferences, including sick leave and other tasks in order to ensure the smooth operation and provision of services.
  • Maintains self in a professional manner at all times, adhering to Neighborhood Center policy, procedures and in keeping with the mission statement.
  • Punctual and regular attendance is an essential responsibility of each employee.  Employees are expected to report to work as scheduled, on time and prepared to start working.
  • Must reside in Oneida, Herkimer, Otsego, Chenango, Delaware, Schoharie Counties.
  • Performs other duties as requested by Agency Administration.

REQUIRED QUALIFICATIONS:

  • Demonstrated extensive knowledge of Medicaid fee-for-service delivery based community service programming
  • Demonstrated extensive knowledge of community resources and multiple human service delivery systems.
  • Demonstrated ability to effectively evaluate program goals and objectives in order to determine and develop feedback about program effectiveness.
  • Demonstrated ability to serve as a role model for staff in order to maintain a supportive work environment that promotes high morale and staff growth.
  • Demonstrated organizational, assessment and communication skills commensurate with this position.
  • Demonstrated ability to be flexible and work independently.
  • Demonstrated ability to secure cooperation of and work effectively with supervisory staff of other agencies in the community

REQUIRED EDUCATION QUALIFICATIONS:

  • Licensed Clinical Social Worker (LCSW), Licensed Master Worker (LMSW), Licensed Mental Health Counselor (LMHC), Licensed Creative Arts Therapist (LCAT), Licensed Marriage Family Therapist (LMFT) with at least two (2) years of applicable experience in children’s mental health, addictions and/or foster care/child welfare/juvenile justice and/or other related human services field.
