DIRECTOR OF BEHAVIORAL HEALTHCARE

JOB DESCRIPTION: The Director of Behavioral Healthcare Services is responsible for the overall leadership and administrative functions for assigned programs of the agency and for ensuring that services are integrated and accessed in a seamless manner. She/he takes leadership in developing policies and program procedures, in conjunction with senior management, that provide a foundation that optimizes the effectiveness and efficiency of those assigned programs while ensuring compliance with regulatory guidelines utilizing evidenced based practices. She/he performs consistently in a manner that supports and models a commitment to the mission, values, and goals of the agency and effectively leads the agency in a manner consistent with governing body regulations and guidelines.

SPECIFIC RESPONSIBILITIES INCLUDE:
• Provides leadership, training, supervision, evaluation and professional development opportunities for program/site directors as assigned, in accordance with agency policies and procedures.
• Ensures systems are in place to provide effective outcome monitoring and continuous quality improvement in all program functions.
• Works closely with staff to assure optimal planning and delivery of services for the agency target populations to maximize resources, including revenue generation.
• Networks and cultivates working relationships with community agencies and funding entities to ensure agency exposure, involvement and representation at community events, meetings, and appropriate community service forums.
• Recommends to the Executive Director program applicants for hire and/or termination based on applicable laws/regulations and agency policies.
• Ensures programs and services operate to capacity, to include quality and quantity of services provided and individuals served.
• Ensures program compliance and enforces standards which include but are not limited to: HIPAA regulations and confidentiality in accordance with the New York State Office of Mental Health regulations in addition to all other local, state and federal governing laws and regulations.
• Supervises the overall planning, execution, evaluation of all Behavioral Healthcare programs and services and ensures utilization of best practices and research evidenced-based practices.
• Ensures that the physical plant in which programs occur is maintained in a safe, healthy, orderly, attractive and nurturing manner and is conducive to providing enriching experiences while ensuring program personnel maintain agency equipment and consume program supplies responsibly.
• Ensures appropriate supervision by modeling and positively interpreting agency objectives, policies, and directives which include, but are not limited to: conducting periodic evaluations for staff directly supervised by this position, ensuring completion of periodic evaluations for all staff within the applicable departments and ensuring all staff fulfill training requirements of agency, funding, licensing, and regulatory bodies.
• Performs other responsibilities as assigned to include but not limited to assisting in grant writing, developing and implementing special projects, volunteerism, completion of agency tours and assisting with fund development.
• Maintains self in a professional manner at all times and adheres to the policies and procedures of the Agency.
• As a representative of the Executive Director, assists in the promotion of values that relate to The General Board of Global Ministries through the institutional ministry relationship.

REQUIRED QUALIFICATIONS:
• Knowledge and experience with program design and development, strategic planning, and change management.
• Knowledge and experience of Office of Mental Health regulations and other pertinent governing bodies’ mandates.
• Experience in program and procedure analysis as well as developing and implementing strategies, procedures and policy for mental health programs and services.
• Experience in managing resources, analyzing and interpreting financial data and identifying and securing funding/revenue sources.
• Strong verbal and written communication skills including the ability to develop and deliver presentations to a wide variety of audiences. Ability to communicate and interact with various levels of government, community leaders and providers.
A Master’s Degree in Social Work from a regionally accredited or New York State registered graduate school, a NY state Licensed Master or Clinical Social Worker (LMSW/LCSW) and possess a minimum of five (5) years post Master’s experience working with individuals with co-occurring mental health and substance use disorders. and senior management level supervisory and administrative experience consistent with the position, scope and size of the agency, preferably in the not-for-profit sector.
