Human Resources Director

JOB DESCRIPTION: The Human Resources Director is directly responsible for the overall administration, coordination and evaluation of the agency’s Human Resources functions. The Human Resources Director works with the Executive Director and the Executive Management Team to ensure that the functions are accomplished in an efficient manner.

SPECIFIC RESPONSIBILITIES INCLUDE:

• Reviews and makes recommendations to Executive Management for improvement of the agency’s policies, procedures and practices on personnel matters. Prepares, maintains and distributes employee personnel manual. Communicates changes in the agency’s personnel policies and practices and monitors compliance.

• Participates in developing department goals, objectives and systems for Human Resources. Initiates and recommends new approaches and strategies to effect improvements in department and services performed.

• Administers employee benefits to include eligibility, enrollments, change reporting, claim filing, and claim resolution and coordinates and monitors benefit/leave entitlements including Workers Compensation, short and long term disability, New York State Paid Family Leave, FMLA and group life insurance plans. Ensures the review of benefit invoices for accuracy.

• Oversees all pre-employment employee onboarding processes and outcomes including the preparation of risk assessments as needed.

• Administers/processes employee separations and related impact including COBRA, life insurance portability, exit questionnaires and 401(k).

• Ensures compliance with federal, state and local employment laws and regulations and reviews agency policies and practices to maintain compliance.

• Prepares Human Resource related reports to various entities as required or assigned.

• Responsible for spearheading in the recruitment and selection of employees. Designs tools and systems for efficiency.

• Oversees agency employment related issues and works directly with supervisory staff to assist them in carrying out their responsibilities on personnel matters.

• Oversees agency employee disciplinary actions, meetings, terminations and investigations.

• Responds to staff inquiries regarding the wide array of Human Resource issues.

• Participates in the strategic planning process regarding Human Resources and the agency as a whole to meet the agency needs. Recommends strategies for Human Resources systems analysis, assessment, development, enhancement and revision.

• Develops and maintains Human Resources systems that meets agency personnel information needs.

• Participates on agency and community committees and special projects as appropriate.

• Oversees and delegates work to the staff of the Human Resources Department.

• Maintains self in a professional manner at all times and adheres to the policies and procedures of the Agency

• Performs other related duties as required and assigned.

• Demonstrated excellent time management skills with a proven ability to meet deadlines.

• Thorough knowledge/experience with employment related laws and regulations.

• Bachelor’s Degree required in Human Resources, Management, Business or related field required with a minimum of five (5) or more years of experience in a senior Human Resources capacity at a similar sized organization and prior experience as a human resources generalist in a non-profit entity.
